The Selma Planning Board recommended that the Town Council review a special-use permit application from River Oak Commons LLC to operate a business and social venue (including an on-site bar) at 1101 River Road.
Staff said the building is an existing structure in a general-business zone and that the applicant seeks a change of use to an office/event rental with an on-site bar noted on the ABC application. Staff included a summary of findings in the packet and relayed written comments from the police chief raising concerns about the venue's proximity to residential areas, potential increases in DWI offenses, calls for loud-noise or breach-of-peace complaints, and whether security would be provided at events.
Owner Eric Edwards (133 Hyde Drive, Clayton, N.C.) addressed the board and said the venue would be available for rentals such as family reunions and business events and that typical rental hours would be 8 a.m. to 11 p.m. He said the bar would operate daily from about 2 p.m. to 10 p.m., and that the venue will provide security for events. Edwards said bartenders would serve alcohol and no outside alcohol would be permitted.
Board members asked about capacity; staff said the building department is expected to provide official occupancy numbers and that staff would confirm those figures. After discussion the board moved and recommended the Town Council consider the special-use permit and associated approvals.
The item will proceed to the Town Council for a final decision; staff will provide occupancy numbers and the police chief's comments as part of the council packet.
