The Selma Planning Board discussed an ordinance amendment to require special-use permit applications and Town Council review for most minor subdivisions, an item prompted by a recent Brownwall Road case in which citizens and council expressed a desire for more oversight.
Staff explained the proposed change would move many minor subdivision approvals from a staff-level (expedited) process to the Town Council, except for divisions that meet the statutory exemption for expedited staff review under the North Carolina General Statutes (for tractor parcels over five acres, producing no more than three lots, and not previously divided within ten years).
Board members and staff discussed the tradeoffs between increased council oversight and longer timelines for small developers, surveyors and landscapers. Some board members asked for additional time to review the redlined language and to consider the change's practical impacts on small projects.
After discussion the board voted to table the ordinance amendment and asked staff to return the item on the May agenda so members and the public have more time to review the proposed language.
