The Rapid City Planning Commission on April 24 approved a resolution recommending creation of a tax-increment finance (TIF) district for the Robbinsdale neighborhood and approved the associated project plan.
Finance staff (Mike Dugan) presented the district as a large local TIF covering approximately 1,800 parcels, with a projected 20‑year increment of roughly $28 million under conservative assumptions. Capital costs included just over $10 million for qualifying street portions of multiple CIP projects, financing costs of about $17.5 million and administrative fees of roughly $55,000. The district would fund only the street portions of identified projects; utility portions have separate funding.
