Committee approves seeding cropland into cover crop; hay lease to continue

The Missouri Valley Complex Committee voted to withhold the cropland associated with the proposed Equestrian and Ag Center from lease in 2025 and to have that cropland seeded into a cover crop. The committee said hay land leases that cover regular haying will continue as previously advertised.

At the meeting staff said the county typically advertises two annual leases: one for ag cropland (the area identified for the Ag and Equestrian Center) and one for hay land. Committee members discussed timing (last year’s contracts ran May to May), who would plant and maintain a cover crop and who would pay the costs. No final funding source was identified at the meeting; Commissioner Munson agreed to be the portfolio holder and to determine implementation details and costs for seeding and maintenance.

After discussion and an offered amendment that responsibility for implementation would fall to the portfolio holder, the committee held a roll call and approved the motion to seed the cropland into a cover crop and not put that cropland out for lease for the 2025 season.

Why it matters: withholding the cropland from lease preserves the area for planned project development and reduces the risk of conflicts with future site work, but the committee did not adopt a funding plan at the meeting and tasked a portfolio holder with working out costs.

Ending: Commissioner Munson accepted responsibility to determine who will plant and maintain the cover crop and to report back to the committee and county commission with cost and operational recommendations.
