City of Encinitas planning staff told the Zoning Administrator on March 22, 2025, they can make the required findings to approve a two‑lot subdivision and a coastal development permit for a property at 534 Ocean View Avenue in the Leucadia neighborhood.
The project site is a 14,553‑square‑foot lot zoned R‑3. The proposal calls for demolition of an existing single‑family residence and construction of a 4,520‑square‑foot, two‑story single‑family home with an attached two‑car garage and a detached accessory dwelling unit (ADU) on one of the resulting lots; no development is proposed on the second lot. Staff said the proposed subdivision and structures comply with the R‑3 zone standards and those specific to ADUs.
Staff said the project is exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines sections 15301(l), 15303(a) and 15315, and that the project is consistent with the General Plan and local zoning. Staff recommended approval of both the subdivision and the coastal development permit and said the Zoning Administrator’s decision will be updated after the hearing and forwarded to the director for signature.
City staff reported the applicant held a citizens participation program meeting on Aug. 27, 2024, attended by six people. Concerns raised at that meeting included drainage on the westerly portion of the lot, location of pool equipment and fencing along the northerly property line. According to staff, the applicant proposed a biofiltration basin to retain stormwater runoff, agreed to shift pool equipment slightly and is proposing new fencing along the northerly lot line. Staff said no other public comments were received following legal notice; notice was mailed on April 10 (as stated in the hearing record).
Alan Teeter, identified in the hearing as representing the applicant team, was present to answer questions. No members of the public spoke during the oral communications or during the item.
The hearing record shows staff recommended approval but did not record a formal motion or vote at the administrative hearing. Staff said the Zoning Administrator’s decision will be finalized and signed by the director after the meeting.
Next steps: the planner will update the decision with hearing results and the director will sign the permit documents, per staff remarks at the hearing.
