Committee members debated Amendment 1 to CB-21-2025, a classification-plan bill that adds and regrades certain class titles. The amendment removes an earlier entry for "Principal Counsel to the District Council, G-35" and inserts "Principal Counsel, District Council, G-38" with the corresponding salary range. Council members and county attorneys discussed whether amendments to classification plans for executive branch positions must be transmitted by the county executive. County legal staff cited Section 16-1-25 of the county code, explaining that the council may amend the classification or salary plans for legislative-branch positions but that executive-branch changes generally require transmittal by the executive branch. After debate the council adopted the amendment by roll call (7–1) and then moved the bill out of committee favorably to the full council.
