Prince George's County Council, sitting as the District Council, approved or referred a series of land‑use items during a short April 22, 2025 session that produced unanimous votes on each motion.
The council adopted a prepared order approving a detailed site plan for Gil Bend Property Phase 3, a proposed four‑story, 115,364‑square‑foot consolidated storage facility with 1,103 units on about 14.404 acres at the southeast quadrant of Southern Avenue and Willow Road in Council District 7. The item had technical staff approval on Jan. 2, 2025, and Planning Board approval in February 2025. Vice Chair Oriela moved to adopt the prepared order; the motion carried unanimously (9–0).
The council also moved to remand a detailed site plan for a proposed McDonald’s (DSP-22001) at the northeast quadrant of Maryland 410 (East‑West Highway) and Manorham Street in District 2. The application seeks approval for a 3,683‑square‑foot eating and drinking establishment with drive‑through service on approximately 4.17 acres in the CGO zone; Parkland Planning technical staff and the Planning Board previously approved the plan with conditions. Councilmember Fisher moved to adopt the prepared order of remand; the motion, seconded by Councilmember Olson, passed unanimously (9–0).
Councilmembers referred DSP-24003, a Spacemaker Self Storage proposal by Layton Warehouse LLC, to staff for preparation of an approval document with conditions. The proposal would convert an existing 72,114‑square‑foot Building A and add a 58,165‑square‑foot Building B for consolidated storage on about 3.3 acres on the east side of West Hampton Avenue near Maryland 214 (Central Avenue). Councilmember Leggett moved the referral and Councilmember Olson seconded; the motion carried unanimously (9–0).
The council reconsidered and then waived further review for DSP‑21013 (Rock Creek Townhouse), a proposal for 80 single‑family attached townhouse units and associated infrastructure on about 14.87 acres near Henson Creek at the northwest intersection of Livingston Road and Oxon Veil in District 8. The council voted to reconsider a previous action and then voted to waive the council’s election to review; both motions carried unanimously (9–0). The record shows the case remains subject to a mandatory review schedule and related hearing notices.
Separately, the council noted that a separate case, Central Industrial Park (American Resource Management Group LP), is scheduled for mandatory review with a hearing set for April 28 at 10:00 a.m.; that scheduling was presented as informational and no final council action was recorded on April 22.
The meeting opened with roll call showing eight members present and concluded after the council approved minutes from April 14, 2025 (vote 8–0) and adjourned. Most substantive land‑use items were acted on by unanimous vote and largely mirrored earlier technical‑staff and Planning Board approvals; council members did not record extended debate in the meeting transcript.

What this means
These actions advance or preserve prior technical‑staff and Planning Board decisions on several development applications and move one application (the McDonald’s site plan) back to the Planning Board for further consideration. The unanimous votes indicate no recorded dissent in the April 22 session; the record shows some items remain subject to pending appeals or mandatory review hearings listed in each case record.
