Council approves $3.9 million task order for Clock Tower Landing MEP work

The Overland Park City Council on April 21 approved Task Order No. 4 under the construction manager at‑risk agreement with McCownGordon Construction LLC for Clock Tower Landing work covering mechanical, electrical and plumbing (MEP) for the pavilion, parking, gathering space and plaza. Staff recommended approval and said the task order amount of $3,904,071 falls within the project’s previously approved budget and that the estimated completion date remains May 2026.
Assistant City Manager Kate Gunja told the council that the city manager executed a non‑monetary amendment to change internal terminology from “change order” to “task order” to better reflect the project delivery approach. Staff noted owners’ representative Jamie Stadler, deputy director Brian Tobin and McCownGordon representatives were available to answer questions.
Councilmember Cheatham thanked staff for changing the nomenclature, saying the new term better reflects the construction manager at‑risk approach and avoids implying budget overruns. Councilmember Matrician asked about design schedule and when a final guaranteed maximum price (GMP) would return to council. Staff replied design completion remained on track and that a final GMP would be expected over the summer.
The council approved the task order by roll call; staff said the vote was 12–0.
