Council to pare back MOU for County Road 220B extension; staff to return simpler support text

City staff said they will revise a draft memorandum of understanding (MOU) and resolution supporting the proposed extension of County Road 220B to the Alden property south of Texas Gulf Coast Regional Airport.
Staff said the initial draft included a wide set of technical and developer-agreement items that might be more appropriate in a later, separate developer's agreement. The recommendation from staff and consultants was to pare back the MOU to express conceptual support for the roadway extension and to reserve detailed engineering, design and financial obligations for a later developer agreement.
"What we may have done, we may have put too much of the kitchen sink in there," a city staff presenter told council. "We're kind of on the same page. We'd like to probably bring this back to you at the next council meeting with a much simpler version."
Council members supported the approach to simplify the MOU and await the developer agreement for the technical specifics. Staff said they would return the simplified MOU and resolution for council consideration at the next meeting.
