Planning staff reports: housing element certified; bike-path work and regional planning discussed

City planning staff reported to the Fillmore City Planning Commission on recent training and regional planning items, including final state certification of the city's housing element and progress on local bicycle-path construction.
A staff presenter said the housing element submitted to the State of California was certified after the city completed the required programs. "With Brian's assistance, the housing element is now certified," the presenter said, and staff noted the city had completed the required rezoning and programs the state required for certification.
Staff reported progress on a local subdivision project known as The Bridges, saying infrastructure work (including a bike path) is under construction and expected to be completed in late 2025 or early 2026. The presenter said completion of the Bridges bike path would increase the city's bike-path network to about 11 miles.
Commissioners and staff also discussed a regional effort, led by the Ventura County Transportation Commission (VCTC), to plan a multi-jurisdictional route following the railroad right-of-way between Santa Paula, Fillmore and Piru, modeled on existing bike-path connections such as Ojai to Ventura. Staff encouraged commissioners and the public to review and comment on VCTC's plan; the presenter noted the plan will be necessary to qualify for state or federal funding and that corridor design (including width and tree planting for shade) remains under discussion.
Staff also summarized recent attendance at the American Planning Association conference and said state housing-law proposals and streamlining remain ongoing topics. The presenter said other longer-term efforts include a downtown-specific plan update and potential zoning text amendments for downtown retail; those zoning text amendments will come to the commission for recommendation before going to city council.
Ending: Staff said it will continue to provide updates to the commission on downtown planning, the Bridges subdivision, bike-path connections and other long-term items, and encouraged commissioners to review the VCTC planning materials and provide comments.
