Committee recommends final reading changes to application-review policy for replication applications

The Rules, Policy and Governance Committee on Oct. 8 voted 3-0 to recommend commission policy 3.01 (application review policy) on final reading to the full Tennessee Public Charter School Commission after staff clarified draft language.
General Counsel Ashley Thomas said the draft removes duplicative text and adds a new standard: when the commission considers a replication application, it will review the most recent three years of academic performance or the most recent interim review report. "The new language would state to sponsors that the commission will look at the most recent three years of academic performance or the most recent interim review report when considering whether or not to approve a replication application," Thomas said.
Committee members had no additional edits during the meeting; the committee voted by roll call to recommend final adoption to the full commission. The roll call recorded Commissioner LaVine, Commissioner Tom Marino and Chair Lauren Smith voting yes.
The change is procedural and clarifies the evidence the commission will consider for replication applications; the committee did not discuss specifics such as which academic metrics will carry the most weight or how interim review reports are weighted. Those details remain subject to the commission's final review and any stakeholder input required under commission policy.
