Committee advances Opportunity Public Charter School performance-framework policy on first reading

The Rules, Policy and Governance Committee of the Tennessee Public Charter School Commission on Oct. 8 voted 3-0 to forward commission policy 3.71 — the Opportunity Public Charter School performance framework — to the full commission on first reading.

General Counsel Ashley Thomas told the committee that Tennessee law recently authorized Opportunity Public Charter Schools and requires a distinct performance framework for those schools. "As you know, Tennessee law recently approved a new type of charter school — Opportunity Public Charter Schools — and so authorizers of those charter schools are required to develop a performance framework," Thomas said. She said the draft policy incorporates additional metrics specified in state law.

Thomas said the policy received in‑depth discussion at the commission's School Performance and Accountability Committee the previous day and that, if approved on first reading by the full commission, staff would engage stakeholders and return a final version in January. Chair Lauren Smith confirmed the item will go before the full commission for further editing and stakeholder input.

The committee voted by roll call: Commissioner LaVine, Commissioner Tom Marino and Chair Lauren Smith voted yes. The motion was procedural — to recommend the draft on first reading to the full commission; no final adoption occurred at the committee meeting.

The commission materials indicate an Opportunity Public Charter School was approved in August; the suggested framework is intended to govern future reviews of that school and any similar schools. Specific performance metrics and implementation details will be refined through stakeholder engagement and the commission's full‑commission process.
