Plan commission recommends rezoning at 628 E. Virginia for convenience store and laundromat

The Area Plan Commission of Evansville and Vandenberg County on May 1 voted 8-0 to recommend approval of a rezoning application for 628 East Virginia Street to allow a convenience store and a laundromat.
The petition — filed as REZ-2025-008R — seeks to rezone the property from R2 and C1 to C2 with a use-and-development commitment (UDC) that limits the site to a laundromat and convenience store. Ron London, planning staff, told commissioners the applicant had amended the petition after remonstration at the April meeting and submitted an updated UDC and site plan on April 14.
Matt Layman, representing R. Layman & Son Consulting and the applicant, said the revised site plan adds a six-foot opaque fence along the property line, ties into an existing wrought-iron fence, and will connect to the neighbor’s garage to separate the two properties. He also said the design takes advantage of an existing grade difference so the fence will provide the neighbors an effective visual buffer. Layman said four large signs — two on the fence and two on the building — will state “no loitering” and “no loud music.”
A neighbor who testified in opposition at prior hearings attended the April on-site meeting referenced by the applicant and spoke at this hearing to say the applicant had addressed her concerns and would install the fence as promised. That remonstration was read as favorable to the amended UDC.
Commissioners then moved to approve the petition with the UDC attached. The roll call recorded the following votes: Miss Freeman yes; Mister Gable yes; Mister Nicks yes; Mister Petke yes; Mister Shetler yes; Mister Walters yes; Miss Cobble yes; Miss Stevens yes. The motion passed 8-0 and will go to the Evansville City Council on Monday, May 19, at 5:30 p.m.
The commission’s standard five-vote rule for rezonings was noted: five affirmative votes are required to recommend approval and five negative votes are required to recommend denial; the matter proceeds to council or county commission with no recommendation if fewer than five votes are recorded.
The city council hearing is the next step in the formal approval process; the commission record shows the UDC limits uses to those listed on the application and does not include additional development conditions beyond the fence and signage commitments.
