Rules Committee recommends reappointment of Andrea Crawford to citizens bond oversight panel; seat 3 continued

The San Francisco Board of Supervisors Rules Committee on April __ forwarded Andrea Crawford’s reappointment to seat 1 on the Citizens General Obligation (CIGO) Bond Oversight Committee to the full Board with a positive recommendation and continued consideration of seat 3 to the call of the chair.
The recommendation came after Crawford, who said she has served the seat for three years, told the committee she wants to remain the liaison on the 2016 public health and safety bond projects that are still active at Zuckerberg San Francisco General Hospital and Trauma Center. “I can confidently state that 2016 bond funds are being spent in accordance with the original authorization of the San Francisco voters,” Crawford said.
The committee heard from Tita Bell, legislative aide to Supervisor Danny Sauter, who asked members to support Crawford for continuity so she can finish ongoing projects. The clerk also noted that one applicant, Kate McGee, had withdrawn her application before the hearing.
Chair Shamann Walton moved to recommend both Andrea Crawford (seat 1) and Minh (Min) Chang (seat 3) to the full Board. President Mandelmann asked that consideration of seat 3 be continued to the call of the chair; the motion was amended accordingly. The clerk recorded unanimous ayes from Vice Chair Sheryl, Member Mandelmann, and Chair Walton. The motion passed without objection.
The committee did not take a formal vote on Minh Chang’s candidacy at the meeting; consideration of seat 3 will return at the chair’s direction.
Andrea Crawford is a District 3 resident, a small-business owner and longtime liaison on bond projects; Minh Chang described herself as the CEO of Homebridge, a nonprofit serving older adults and adults with disabilities, and said she has management and budget experience. No statutes or ordinances were cited during the discussion.
The Rules Committee’s recommendation will appear on the Board of Supervisors agenda on May 6, 2025, unless otherwise noted.
