Commission keeps mid‑block crosswalk between Washington County buildings; DOT to upgrade curb ramps

The Traffic Safety Commission voted 4–0 on April 28 to keep the long‑standing mid‑block crosswalk that connects Washington County buildings across East Washington Street and to accept a Wisconsin Department of Transportation plan to upgrade curb ramps and pavement markings to current ADA standards.

Martin (Wisconsin DOT project manager) told the commission the DOT’s standalone curb‑ramp project will bring detectable warning fields and compliant ramp grades to the crossing and that the state found no pedestrian‑vehicle crashes at that mid‑block location in the last 10 years. The DOT said construction for the ramp upgrades would be fully funded under the state program, but the city or county would be responsible for ongoing maintenance of pavement markings and signage after construction.

Commissioners reiterated the city’s historical preference to avoid mid‑block crossings, noting drivers may not expect a crosswalk away from an intersection, but acknowledged the crossing has been used for decades and is convenient for courthouse users. County representative Scott (county official) said the county may consolidate facilities in coming years, and the commission noted the crossing could be re-evaluated if the county’s campus plan changes.

The DOT will proceed with the curb‑ramp upgrades and pavement markings under the federal/state funded project; the commission asked city staff to work with the county on maintenance responsibilities and to ensure upgraded signage and pavement markings are installed during the DOT project.
