Legislators, county staff say foreclosure bill largely settled; assessor provisions remain unresolved

Deschutes County officials heard April 18 that negotiators have resolved most provisions of a state foreclosure bill but that language governing assessor responsibilities and notice requirements still requires final agreement.
Representative Levy told the county that the delegation was “only a part on 1 issue, and that's the assessor's part. Otherwise, we were able to come to, an agreement on pretty much every other issue.” She said negotiators were in the “final 10%” of talks and expected to send the measure to drafters soon.
County staff and a county official on the call raised questions about notice timing in amended language. A county representative said a prior amendment would have moved required notices “at the beginning of the process instead of at the 1 year redemption mark,” and stated that the section would be cleaned up so it aligns with the 1-year redemption timeline.
Representative Levy and county staff said they expected the assessor-specific provisions to be resolved over the weekend and that drafters would receive the agreed language. No formal vote or final text was presented at the meeting.
County staff said they will continue to monitor the bill’s drafting and will follow up with the delegation if clarifications are needed before final drafting.
