City staff reported progress on infrastructure planning, road prioritization and several policy drafts.
City staff said the road master plan is nearing completion and that tentative cost estimates indicate a “decent sized project.” Staff said they expect to pursue a Community Impact Board grant and other funding, and that debt coming off the books could improve project financing options. Rodney Beck, present for today’s session, was identified as participating in the road master-plan work.
Planning staff sent five revised ordinances back to consultants (Sunrise) for further tweaks after the planning and zoning meeting; staff said the ordinances will proceed to a public hearing at the next planning-and-zoning meeting and that council would later decide whether to accept or modify the recommendations. The planning meeting schedule was confirmed as the third Tuesday; staff said they would circulate the updated ordinance drafts in advance.
Separately, staff described a proposed sidewalk maintenance policy that would be a partnership between property owners (landlords) and the city. Staff said they and partners — including the local trust and Sunrise — had developed recommendations and were near a final proposal to present to council.
No formal votes were recorded in the work session on the road plan, ordinances or the sidewalk policy; staff said printed copies of ordinance text could be provided for council members who prefer paper review of legal text.
