City updates Tyler ERP rollout; property tax conversion stalls on legacy data issues

City staff provided a multi-module update on the Tyler enterprise resource planning (ERP) implementation, describing progress, remaining conversion issues, and an anticipated timeline for full use.
Staff said the billing and cashiering modules for the H&S (commercial garbage) department are being configured and that the H&S staff have trained extensively. The revenue portion of Tyler is integrated with the city's other revenue operations and staff expressed optimism that core system functionality could be in place by October, with a desire to begin internal use in July or August so revenue staff are familiar before mass property tax billings arrive.
Business license administration implementation was described as taking longer than anticipated; staff said they plan to begin that implementation in September and acknowledged the schedule is later than they hoped.
Property tax conversion has encountered repeated bumps when converting legacy CAMA/Grama files. Staff said most conversion problems are tied to five or six records involving pilot billings or properties with tax freeze or relief designations. "The conversion is almost done, but it's been almost done for a month and a half," a staff presenter said. Staff discussed the importance of retaining property tax history (owner records going back eight or 20 years) and said programmers are working on the remaining conversion exceptions. If conversion cannot be completed locally, staff said they may escalate to Tyler's vendor support in Texas.
Staff described the cashiering module as much faster and more intuitive than the current basic revenue module and said turning on the cashiering module will reduce manual work for the revenue team. Purchasing refresher training and implementation for requisitions and purchase orders was also reported as ready to begin.
Staff noted a projects module will simplify long-term project and grant tracking by clearly listing allocations and expenditures in the ERP. No formal decisions or votes were recorded during the update portion of the meeting.
