The Anna Economic Development Corporation voted May 1 to adopt a resolution to refinance a land acquisition intended to advance the city’s downtown plan, authorizing expenditures not to exceed $2,000,000.
The board took the action after a closed session during which members cited consultations and deliberations allowed under the Texas Government Code, including attorney consultation (§551.071), real property deliberation (§551.072), personnel matters (§551.074) and economic development negotiations and incentives (§551.087). No public comments were offered during the public hearing that immediately followed the closed session.
Board members discussed refinancing the downtown purchase through Governmental Capital, which staff said would “complement and help move this plan forward.” A board member moved to adopt a refinancing resolution with an expenditure amount not to exceed $2,000,000; another board member seconded the motion, the board called for the ayes, and the motion passed.

The board did not provide a public tally of individual votes on the record for the refinance resolution. Staff said the refinancing would support the downtown economic development plan but did not provide further terms in open session beyond the not-to-exceed amount.
Anna’s board will return to related downtown development work in future meetings and said staff will follow up with more details in upcoming agenda materials.
