ARB approves parking-guidance LED signs with limits on size and mounting after design debate

The Palo Alto Architectural Review Board on May 1 recommended that the director of planning and development services approve sign exceptions for a downtown parking guidance project covering garages at 528 High Street, 445 Bryant Street, 520 Webster Street and the Civic Center Garage at 250 Hamilton Avenue, subject to limitations on sign size, mounting method and height. The board vote was 5-0.
Staff presented a package of LED matrix signs proposed by the city to display real-time parking availability and related messages at four downtown garages. The applicant said the displays are programmable "any message, any graphic, any video, any time," and are intended to move drivers quickly to available spaces and reduce cruising and circulation in the downtown area.
Why the city proposed LED matrix parking signs
Nishida, the project planner, told the board the city proposed five projecting (double-sided) LED matrix signs and three compliant wall signs to display parking availability. The signs proposed in the application were 40 inches wide by 80 inches tall, high-resolution P3.9 LED panels with networked control; the applicant said the signs will be connected by CAT6 and managed via secure cloud services and can dim for ambient light. The applicant, Steven Evans of Parking Guidance Systems, said the signs are an important element of the parking guidance system and the city’s effort to reduce unnecessary vehicle circulation: "These signs are an enhancement to the parking guidance system... They are bright, but they are controllable."
Board concerns and negotiated changes
Board members raised several design questions: whether the displays should be projecting (blade) signs or flat against building faces, how the displays would sit relative to street trees and sidewalk sightlines, and how much content is appropriate on a sign that faces the public right-of-way. Several board members said they favored limiting the amount of text and keeping the signs focused on availability (for example, total spaces or a per-level count shown at the garage entry) rather than general-purpose advertising or event graphics.
After extended discussion the board asked for more constrained dimensions and mounting rules to reduce visual impact and to ensure pedestrian and driver sightlines. The board motion that passed set these conditions for the ARB recommendation to the director:
- Maximum sign size: 20 inches wide by 80 inches tall (signs may be smaller, but not taller/wider than this). - Mounting: signs shall be mounted flat to a building surface (no projecting/blade signs requested by the applicant). - Height: top of the sign shall be no higher than 12 feet above finished grade.
The board asked staff to work with the applicant and public works to choose exact placement and to ensure conduit and attachment details are coordinated with building facades and utilities. Staff and a transportation planner on the record said content will be reviewed under planning procedures before non-parking content is displayed.
Technical and operational points noted in the hearing
Applicant presentations described the technical delivery: P3.9 pixel pitch displays, ambient light sensors, approximately 100 watts of power per unit, CAT6 network cabling and managed cloud services with secure access. Transportation staff and the applicant indicated the signs can be repurposed for event messaging or real-time directional information (for example, "Garage A: 10 spaces; Garage B: 150 spaces"). Transportation planning manager Nathan Baird said the blue color used in initial graphics follow a prior downtown wayfinding recommendation, but the city can adapt color and graphics; he stressed the signs would primarily be used to convey parking availability.
The board advised limiting non-parking content. Nathan Baird told the board the city will require planning review of sign content and that frequent changes that are not parking‑related would be discouraged because they can interfere with driver pattern recognition.

The ARB vote was 5-0 in favor of recommending the director approve the sign exceptions with the conditions above. Staff will coordinate attachment details, exact placement and any conduit screening with public works, transportation and building operations. Planning staff will continue to review content prior to use to confirm it meets city rules and the conditions of approval.
