Clayton board adopts several policy revisions; trustees pause two for further review

The Clayton Board of Education considered a slate of policy updates in first and second readings and approved several on second reading while holding others for further revision.

First readings and discussion: District counsel and administrators presented three first-read policies: rescission of FFA (memorials on district grounds) with provisions moved into KH (public gifts), revisions to KH to add crowdfunding language and to clarify acceptance and use of gifts, and revisions to KK (visitors) to explicitly prohibit possession or use of cannabis on district property. Trustees and staff discussed how the changes would interact with the Clayton Education Foundation (CEF), booster clubs and parent organizations; members asked the administration to clarify what parts of the policy apply to independent PTO and foundation fundraisers and to ensure the district's MOU language and public-facing guidance are consistent.

Second readings and votes: On second reading the board adopted several policies. The board adopted JEC (school admissions) with a language change requested by trustees (the transcript records the board editing “St. Louis City School District” to read “St. Louis Public Schools”). The board adopted JO (student records). The board adopted JFCH (student alcohol and drug use). A separate second-reading item, JHCD (administration of medications), was pulled for further review after trustees asked why specific language about nurses and other staff had been removed in the MSBA-supplied draft; administrators agreed to return with a clarified version.

One policy motion that had been scheduled for second reading, JECA (eligibility to enroll), was withdrawn from consideration after trustees identified that edits the board approved in an earlier review were not present in the packet version on the dais; the board agreed to bring the corrected version back for a future meeting.

Board members asked staff to clarify whether the district holds foundation money or acts as a fiscal agent, how crowdfunding and booster-club fundraising should be described in policy, and whether existing MOUs should be updated to reflect the new wording. Administration said the Clayton Education Foundation is a separate legal entity and that the district does not hold the foundation’s funds; staff agreed to refine policy text and provide clarifying language for next reading.

The board also approved routine consent-agenda business during the meeting, including disbursement reports; trustees asked staff about an unusually large retirement-agency payment and several other flagged disbursement items and were given an explanation in the meeting record.

No legal challenge or litigation items were brought up during the policy discussion. Trustees emphasized the need for clearer public-facing language so that parents and community groups understand what fundraising routes require district approval and which are independent.
