Owensboro updates: indoor sports facility, senior center, fire training center and park projects moving forward

City Manager Nathaniel Pagan summarized the portfolio as projects that are "already approved, already funded" and highlighted the senior center, indoor sports facility, fire training center, Station 3 and the York stormwater project among others.
Tim Ross, director of public events, said the indoor sports facility is under construction with an estimated completion of July 2026 and staff are already meeting prospective tenants. Ross also described several signature events tied to downtown programming and mentioned a new fall event called Illuminate.
Pagan noted a ribbon cutting for the fire training center scheduled for Thursday at 10:00 a.m. and said Station 3 is under construction on Cravens Avenue. He described the York stormwater project as a roughly $5.25 million project nearing completion later this year, and First Street intersection and aesthetic improvements as continuing multi-year work.
Amanda Rogers, director of Parks and Recreation, described several parks projects: a six-year plan to replace wooden ball-field light poles beginning at Dugan-Best Park, construction drawings for the Bent Halls driving-range project, a Rudy Miner trail restoration, and design work for a planned pickleball complex expected to go out to bid in roughly 60 days.
The commission asked a series of operational questions about bridge closures, lighting maintenance and entrances to the city; staff said they are coordinating with state engineering for bridge repairs and that bridge lights and seasonal programmed lighting are functioning.
No formal votes were taken; these items are continuing capital projects with independent funding streams.
