The Edmond City Council on April 28 approved a sole‑source purchase from Lilypad EV to acquire and install five dual Level 2 electric vehicle charging stations under a reimbursable grant agreement.
Assistant city staff explained Lilypad was designated as the city’s sole‑source provider in 2022 after an earlier solicitation and that the vendor’s existing installations, network reporting and volume pricing make continuity preferable for the city’s system management. The staff report noted Lilypad was the low bidder on the 2019 solicitation and that switching vendors would introduce costs and complexity for software and reporting.
A council motion first acknowledged the sole‑source finding, then approved the purchase. Councilmembers also discussed re‑bidding in future procurements to ensure continued competition and market testing.
The agenda item said the purchase is for five dual Level 2 stations; the reimbursable grant amount listed in meeting materials was $40,700. Staff recommended Lilypad based on prior bid results, system uniformity and anticipated total cost savings.
Council approved the waiver of bidding requirements and the purchase. Staff said future procurements could return to a competitive bid process if council prefers.
