Aberdeen School Board approves juvenile detention education agreement, administrative-rule waivers and language-arts adoption second reading

At its April 28 meeting the Aberdeen School District 06-1 Board of Education approved a series of administrative items including the annual juvenile detention center education agreement, several administrative-rule waivers and the second reading of the district’s K–12 language-arts adoption.
The board voted to approve the annual juvenile detention center agreement, a contract under which the district provides a certified teacher and instruction while the detention facility supplies space and internet access. The motion was moved, seconded and approved by voice vote.
A district staff member explained the administrative-rule waivers that followed. "We are required to submit an administrative waiver for any rule that the DOE presents, and we have to have that submitted 60 ... days prior to July 1, which means May 1," the presenter said, explaining the timing for the waivers.
The board approved a set of waivers and related items by individual motions and voice votes: exemptions to allow retired but certified teachers to serve as Link and Hepper mentor teachers despite the district rule requiring full-time classroom experience within five years; a waiver to permit high-school credit before ninth grade for courses such as Algebra I (and occasionally Algebra II and Geometry); a course-equivalency exam waiver that allows students to test out of prerequisites to advance to dual-enrollment or AP courses; and an updated required-high-school-offering waiver to treat oral interpretation as a speech credit aligned with new language-arts standards.
Board members made routine motions and seconded them on the record (motions were moved and seconded by members including Olson, Sharp, and others as shown in the meeting transcript). Each motion was adopted by voice vote with those present saying "Aye." The meeting concluded with a motion to enter executive session, which the board approved.
No dissenting roll-call votes were recorded in the transcript; votes were taken by voice and the board chair called for "Aye" from those in favor. The motions related to mentor waivers and credit waivers included the staff note that the waivers were being submitted on the timeline required by the state Department of Education.
