Hartford council refers multiple items to committees; schedules Neighborhood Assistance Act hearing

The Hartford Court of Common Council on April 28 voted to refer several agenda items to standing committees and scheduled a public hearing on community programs seeking 2025 Connecticut Neighborhood Assistance Act tax credits.

Majority Leader (unnamed during the meeting) moved the referrals and the motion was seconded. The council sent community programs eligible for the Neighborhood Assistance Act tax credit to the Operations, Management, Budget and Governmental Accountability Committee and set a public hearing for May 19 at 7 p.m.

The council also referred a proposed agreement for operation, care and maintenance of Batterson Park to the Quality of Life and Public Safety Committee; a resolution authorizing capital repairs at a facility managed by the Hartford Parking Authority to the Public Works, Parks, Recreation and the Environment Committee; and a resolution authorizing the Hartford Police Department to accept a grant from the National Insurance Crime Bureau to the Quality of Life and Public Safety Committee. A resolution directing the Department of Public Works to evaluate and reconfigure bike lanes to support small-business viability and multimodal safety was referred to the Planning, Economic Development and Housing Committee. Later in the meeting, the council placed item 3.5 (capital repairs at the Hartford Parking Authority) on the Operations, Management, Budget and Governmental Accountability Committee docket as well.

Council members voted by roll call; each referred-item motion passed with all members present voting yes.

The referrals set committee review and, in at least one case, a public hearing (May 19) but did not adopt substantive policy changes at the full-council meeting. Staff or committee chairs will provide additional details and timelines during committee work and the scheduled public hearing.
