Resident raises concerns about city code-enforcement contracting process

During the public-comment portion of the April 28 City Council meeting, resident Charla Procter of 564 Old Mill Road described repeated concerns with the city's code-enforcement contracting and response times.
Procter told council she had waited "an hour and a half" for a code contractor to arrive at a property she was preparing to board and said she had previously bid on a homeless-camp cleanup but did not receive timely notice that the city had awarded the contract. She described examples of contractors boarding a door with plywood on both the front and back and said she observed work that she characterized as insufficient for the price paid. Procter said she had been trying to raise the issues for more than a year and asked for clearer definitions of how work should be performed and for better contractor oversight.
Council and staff acknowledged the comments and told Procter staff member Mitch and Councilmember Limehouse had already discussed the matter with her and that Limehouse provided his card for follow-up. The mayor asked Procter to contact Mr. Limehouse to have staff answer outstanding questions.
Ending Council staff encouraged Procter to follow up with the staff contact provided and said they would try to address her concerns through staff channels.
