Cascade City Council approved Resolution 44-25 on Monday to authorize pay application No. 15 for the Cascade Public Library project while withholding $10,000 in retainage for outstanding exterior items.
City staff told the council that the engineer, architect and contractor disagree about responsibility for finishing work near the library entry, where the soil remains sandy and gravelly. Staff recommended paying the application but holding $10,000 until agreed remedial work is completed.
Councilmember Oliphant moved to approve pay application No. 15 with a $10,000 correction to the retainage amount; the motion was seconded by Councilmember Hush and passed on a roll call that recorded unanimous "aye" votes.
Staff noted the project warranty/bond period is two years, during which the contractor is responsible for fixing issues that arise. Councilmembers asked staff to monitor the remaining punch list items and report back if further action is needed.
