Spartanburg City Council on April 28 approved two rezoning ordinances, awarded construction bids for Hangar D at the municipal airport and a pool renovation at the C.C. Woodson Recreation Center, and passed a resolution authorizing a quitclaim deed for an alleyway near 121 College Street.
The council approved second reading of zoning changes affecting 620 Union Street and 577 North Church Street after opening and closing public hearings. Planning Director Bridal Frazier noted both items had been considered at first reading at the previous meeting; no public speakers were recorded during the hearings on either parcel before council voted to adopt the zoning amendments.
The council also awarded the airport rehabilitation contract for Hangar D to the low bidder identified in the meeting as Daveco. The city presentation said the facility is about 20,000 square feet and that the base bid arrived at about $387,800; the presenter said additional line items were part of the total but the final combined total was not fully clarified on the record during the council discussion. City staff said the project is funded in part by the South Carolina Department of Commerce.
Separately, the council awarded the C.C. Woodson pool renovation to a Rock Hill firm identified in the record as "Per Aqua Pool Products" at a contract price of $100,342.36. Parks and recreation staff said the scope includes full replastering, replacement of in-wall steps and waterline tile, and caulking the deck; staff warned the work may delay the pool opening by about a week depending on contractor scheduling.
The council also passed a resolution authorizing the city manager to execute a quitclaim deed for an alleyway between the Second Presbyterian site and the Wofford property near 121 College Street. City counsel described the action as a routine transfer requested by the purchaser to resurvey and consolidate property boundaries; staff said the city has not historically exercised control of the alley and that the deed would clarify ownership for the parties.
