Building department reports permit uptick and several code-enforcement cases; staff flags emerald ash borer damage

Kyle, the building department representative, told the board the department has issued 46 permits so far in 2025, including 11 new-construction home permits (two multifamily and nine single-family) and four commercial projects.
Comparing activity year over year, Kyle said the department is "up 25 permits" from the same point last year and referred to a dollar figure for permit valuation during January through March that was described as "a little bit 3 quarters of a million compared to, over 20,000 last year." Kyle also said some larger commercial work last year skewed the comparison.
In the department’s enforcement report, Kyle listed recent cases: two violations of the International Residential Code (IRC) requiring deck corrections, seven instances of parking on grass, one instance of an inoperable vehicle, two cases involving dead or diseased trees, one gravel-driveway maintenance case and one zoning violation involving a camper. Kyle reported one property had a corrected dead-tree issue the previous week.
Separately, Kyle and other participants noted visible damage from emerald ash borer infestations in town — "a couple of stumps in town" that show the effect and interior tree hollowing — and encouraged awareness of the condition.
On conditional-use matters, Kyle said a submittal for a project in Lehi requiring corrections was returned to the applicant with instructions to resubmit; building work has started on that project.
The board accepted the reports and moved on to other business.
