The City Council unanimously approved an ordinance amendment to Title 17 of the Temecula Municipal Code to allow auto malls of 10 acres or greater as a conditionally permitted use in the community commercial zone (LR24058). Staff described the amendment as a measure to create consistency with the general plan and to provide a path for new economic development where land is available.
Planning staff told the council the change would add a definition of “auto mall” to the municipal code and would require the projects to meet the city’s standards for a bona fide, multi-dealer auto mall. The amendment was heard and recommended by the Planning Commission in December 2024, staff said.
Staff stated the amendment is exempt from the California Environmental Quality Act under the city’s cited exemption (staff cited the local CEQA determination that there would be no possibility of a significant environmental effect). After a brief opportunity for public comment, the council voted 5–0 to adopt the ordinance.
The ordinance was approved by a recorded unanimous vote. Staff will publish the ordinance and update the zoning matrix and code definitions consistent with the council’s action.
