The James Island Public Service District reported progress on a multi-phase Clark's Point public-sewer project and a separate Harborview force-main project that runs under a nearby creek.
At the meeting the district manager reported Anson Construction and local subcontractor Bishop and Sons are working in Clark's Point and said staff have recently fielded service-delivery complaints from residents, including missed package and refuse pickups. "We have had some complaints from city residents in the past couple weeks," the district manager said, and added the district has assigned a liaison to help property owners during the lengthy project.
District staff said work on Clark's Point will extend across multiple phases; a district representative said the tie-in work will not begin until a later phase and that Phase 1 will continue into next year. Separately, staff said a Harborview force-main project in coordination with Charleston Water Systems will replace an existing force main running under the creek toward "Plum I." The district manager said they would provide a schedule update and website notice with more precise timing after confirming contractor sequencing.
Officials asked staff to return with clearer schedules because residents requested more precise timing for disruptions. The meeting included no new approvals; the district report was informational.
