Commission denies Guadalupe plan amendment seeking light-industrial uses at 402–406 Zarzamora after neighborhood opposition

Staff presentation and recommendation: Development Services staff presented the item and said 22 notices were sent; staff reported no supportive notices, two written oppositions, and that two neighborhood associations did not respond. Staff recommended denial because the proposed change would allow heavier industrial uses that staff said are inappropriate next to surrounding residences.
Applicant presentation and public comment: Applicant representative Luis Soriega said the business has been at the Zarzamora address since about 2002 and described operational steps the owner would take, including recycling processes and mitigation plans for chemical use. The record contained three voicemail comments and one live public commenter, Frank Sánchez, who said the business creates traffic, long-term vehicle parking, blocks driveways, generates debris and has allegedly constructed an oversized metal structure that residents view as unlawful. Other voicemails and callers recorded opposition citing safety and congestion concerns.
Commission discussion and vote: Commissioners discussed code-enforcement history and the applicant’s proposed operational limits. After discussion a motion to deny the plan amendment carried. Roll-call votes show Commissioners García, Sánchez, López, Mayland, Profit and President Peck voting in favor of denial; other commissioners joined as recorded and the motion passed.
Implications: Denial leaves the current plan designation and restricts the property from moving to a heavier industrial classification through this amendment process. Any future changes would require a new application and further review.
Next steps: Staff indicated it would work with the applicant on options and enforcement matters as appropriate. Neighbors who raised code and parking concerns were advised to continue communicating with code-enforcement staff.
