The Planning Commission on April 23 approved a plan amendment and related rezoning request to reclassify a 4-acre parcel at 19056 Trumbo Road from country tier to rural estate, allowing the owner to subdivide the lot into four one-acre parcels.
Staff (Arredogomez) told commissioners the property is currently designated country tier in the Heritage South sector plan; that tier generally supports lots greater than 10 acres and farm-and-ranch uses. Staff recommended denial, saying the proposed rural-estate designation is inconsistent with the surrounding country-tier pattern, though it acknowledged there are smaller, pre-annexation lots on the opposite side of the street.
Applicant attorney Emily Weisler, representing property owner Carmen Rodriguez, said Rodriguez has owned the four-acre parcel since 2017 and intends to subdivide it into four equal one-acre parcels to gift to her children. Weisler said the proposed R20 rezoning is necessary because the parcel does not meet RP (10-acre minimum) or RE (lot-dimension constraints) thresholds and that R20’s one-acre minimum fits the family’s intent.
Commissioners asked few substantive questions; there was no public opposition and no neighborhood association within 200 feet. Commissioner Milam moved to approve the applicant’s request; Commissioner Siegel seconded. The motion carried on roll call.
The approval permits the property owner to proceed with subdivision and rezoning steps consistent with R20 standards; the applicant indicated a final plat will be routed through staff review and subsequent planning processes.
