City approves KDOT safety grant and agreement for 10th/Limit intersection upgrades

The Leavenworth City Commission approved Resolution B-23-97 and authorized the mayor to sign a Kansas Department of Transportation (KDOT) agreement (Agreement 904‑24) to accept Highway Safety Improvement Program (HSIP) funding for safety upgrades at the 10th Street and Limit Street intersection.
City staff said the HSIP award covers up to $1,000,000 and will pay 90% of the actual construction and construction engineering costs; the city is responsible for 10% of those costs and 100% of any cost overruns. Staff provided a consultant’s cost estimate of $1.2 million to $1.3 million for total construction, with additional construction-engineering costs roughly $150,000 to $190,000 on top of that estimate.
Planned improvements include a dedicated southbound right-turn lane, new traffic signals and upgraded Americans with Disabilities Act (ADA) crossings. Staff said one property acquisition remains on the northwest corner (church-related property), and that the city tentatively planned to advertise for bids in September 2025 with construction starting in spring 2026, subject to right-of-way acquisition timing.
A motion to approve Resolution B-23-97 and Agreement 904‑24 carried with aye votes from the mayor, mayor pro tem and commissioners present. Staff emphasized the city must cover right-of-way, utility adjustments, design engineering costs and any amounts above the HSIP award.
Commissioners asked about schedule and impact to school sessions; staff said they typically schedule construction with public works considerations and anticipated construction beginning in spring 2026.
