Leavenworth commission adopts 2025–26 Community Development Block Grant annual action plan

The Leavenworth City Commission voted unanimously to adopt and submit the 2025–26 Community Development Block Grant (CDBG) annual action plan to the U.S. Department of Housing and Urban Development (HUD).
City staff said the plan largely continues programs from the fourth year of a five-year consolidated plan. The budget includes administrative costs, public service funding for local agencies, a home repair program funded at $93,000 (targeting about 11 homes), a homeownership/down payment assistance program (approximately five households), and funds for demolitions and infrastructure such as sidewalks.
Bradley Brandon, identified as the community development coordinator, said the city held two public hearings (February 10 and April 14) and that the plan was available at city hall, the library and online; staff received one public comment (recorded during the meeting) about social-security access. Commissioners asked no substantive questions before moving to adopt the resolution.
The commission adopted Resolution B-23-96 authorizing submission of the annual action plan to HUD. Commissioners voted aye; the motion passed.
The plan lists partner public service agencies recommended for funding, including Catholic Charities, Alliance Against Family Violence, Leavenworth Mission, Leavenworth Interfaith Shelter of Hope and CASA. Staff said demolition projects and infrastructure work take longer to complete and that sidewalk projects were being planned to spend that portion of the allocation.
Adoption of the annual action plan authorizes staff to submit the required documents to HUD and continue implementing the city’s CDBG-funded programs for the coming program year.
