City staff explained the Ramsey Road change order stems from work on a gravity-sewer project that required full road reconstruction. A curb-and-sidewalk design option originally included piping and a swale that relied on airport property not yet acquired; the removed design left a local stormwater deficiency at the Lacey and Ramsey intersection. Staff said the change order will add localized stormwater improvements — dry wells and catch basins — to address ponding and avoid routing stormwater to the airport swale. Council asked whether the additional stormwater work was costly; staff said the added work amounts to about $28,000.
Council also clarified that the Leisure Park purchase-and-sale agreement on the consent calendar covers only the necessary eastern portion to support the Honeysuckle/Ramsey intersection construction, not the entire park. A motion to approve the consent calendar was made, seconded and passed on a roll-call vote with all council members present voting yes.
The meeting record shows no separate public comment on consent items. The approved change order and the park right-of-way acquisition will be executed by staff according to the existing project schedules.
