The Newman City Council on April 20 adopted a resolution initiating proceedings for the levy and collection of assessments for the city’s lighting and landscape maintenance district for fiscal year 2025–26 and ordered preparation of the annual engineer’s report. The motion carried 3–0 with two members absent.
City staff explained the district is divided into 15 zones whose property owners have contributed through property tax levies since 1987 to maintain street and park lighting and landscaping. The council’s action is the first of a three‑meeting statutory process: staff will direct NBS (the city’s assessment consultant) to prepare the engineer’s report listing properties and proposed assessment amounts based on the city’s budget and anticipated expenditures for the coming fiscal year.
The resolution directs that the city proceed with the annual confirmation hearings process and that the engineer prepare the report necessary for the subsequent public hearings and final levy, if confirmed. Council approved the motion without substantive debate.
