City legal and planning staff briefed the council on the Farmstone Crossing development agreement and a historic silo that had been the subject of preservation discussions. Mr. Neri explained the original plan anticipated temporary city ownership and possible relocation of the silo during development. He said that developers and preservation partners instead arranged to move the silo to Victory Greens, where the current owner intends to restore and reuse it.
"It has been transferred. It is over at Victory Greens," Mr. Neri said, describing the negotiated outcome with the developer and the Historic Preservation Commission.
Staff said the existing development agreement contains a small number of provisions that remain unsigned and need modification because circumstances changed after the silo relocation. Planning staff and legal proposed that staff prepare a narrow amendment to the development agreement (a city-developer modification) rather than a full public reprocessing, then return the amended agreement to council on a subsequent agenda to finalize the terms and complete property annexation and development steps.
Bill Parsons (planning) said the silo relocation was an unusual but acceptable compromise that avoided demolition and allowed the project to proceed. Council members signaled support for staff's plan to make the limited DA edits and bring a final agreement back to the council.
