Council hears how $560,498 in CDBG funds were spent; staff warns of federal funding uncertainty

Crystal (City CDBG program staff) told the Meridian City Council that the city spent $560,498 in Community Development Block Grant (CDBG) funds for program year Oct. 1, 2023, through Sept. 30, 2024. "The total that we spent was $560,498," she said, and she gave a breakdown of spending by goal: about 4% administrative costs, about 9% for services, roughly 39% for housing and about 48% for infrastructure.
Crystal described how funds were used: $20,000 to the Boys & Girls Club to provide before- and after-school care to 61 youths; $32,354 to The Jesse Tree for emergency rental assistance that helped 57 people avoid eviction; $220,370 to NeighborWorks Boise for a homebuyer assistance carryover and repairs to nine homes; $21,198 for fair-housing activities; and approximately $266,576 for public improvements, including upgrading 83 streetlights and advancing design work on two walkability projects. She said the city will fund similar projects in the coming year and will publish the next action plan for public comment in June.
Council members asked about the stability of federal CDBG funding. Crystal said the local HUD field office has been cut in staff; while the current year's funding remains level, she said she expected to hear by May 15 how the federal allocation for the next year would be handled.
Crystal also announced the winners of a citywide sticker-design contest themed "Home feels like belonging." She named two winning artists: Naho Nakashima (whose daughter Lila was present) and JC McKenna. The stickers will be made available the following week and distributed throughout the year.
The presentation closed with staff offering to hold multiple public hearings and outreach events during the public comment period and to forward any HUD allocation updates to council when available.
