Grayson County commissioners approve road agreements, equipment purchases and a salary amendment; reject roller bid

The Grayson County Commissioners Court on April 22 approved routine bills and several action items related to road maintenance, equipment purchases and a small budget transfer, and voted to reject a bid for a tandem drum roller after no bids were received.

County Judge Manoy opened the meeting and the court approved the minutes for the April 15, 2025 meeting and the consent agenda with motions by Commissioner Marsh and second by Commissioner Wright. The court authorized payment of routine bills, including a $1,007,253.63 payment to Sidalco for March 2025 services on the county jail expansion project; that payment was moved by Commissioner Wright and seconded by Commissioner Hardenberg and the motion carried.

The court rejected a procurement effort for a tandem drum roller for Road and Bridge Precinct 4 after no bids were received. A Road and Bridge staff member told the court, "we did not receive any bids for this roller for Precinct 4. So I am asking the court to reject this bid." Commissioner Hardenberg moved to reject the bid; Commissioner Arthur seconded and the motion carried.

Also approved was the purchase of a 2010 Nissan UD 3,300 truck equipped with a Roscoe RA 400 spray patch unit surplus to the City of Gunner for use in Road and Bridge Precinct 1. A county representative said the vehicle had been surplussed by the city and was not being used; Commissioner Marsh moved to approve the purchase, Commissioner Arthur seconded and the motion carried.

The court approved a fiscal 2025 budget line-item transfer and salary order amendment for the Justice of the Peace Precinct 3 office to add an additional part-time position, using a $14,200 contingency fund transfer. County staff noted the change was to move from one to two part-time employees; Commissioner Wright moved and Commissioner Barr seconded the motion, which carried.

The court approved an interlocal agreement between Grayson County and the city of Gunner for road repairs in Precinct 1. The county described the work as rebuilding a small section of road and applying a seal coat on another section once grinding is completed; Commissioner Marsh moved to approve, Commissioner Arthur seconded and the motion carried. The court then adopted Resolution 2025-034, described by staff as the required county resolution under Texas Government Code section 791.014 that accompanies interlocal agreements; Commissioner Marsh moved to adopt the resolution, Commissioner Wright seconded and the motion carried.

The court voted to go into executive session under Texas Government Code section 551.071 to consult with the county attorney regarding pending litigation; the session began at 10:09 a.m. and the court returned to open session at 10:30 a.m.

In commissioner comments, officials noted recent weather-related tree damage and other storm impacts, reported theft of county road signs (an estimated $1,500), and extended condolences and prayers for law-enforcement counterparts in Denton County following a violent incident. Commissioner Lamar reminded the public that early voting had begun and that a public hearing on proposed restrictions for truck traffic on certain local roads would be held the following Tuesday.
