Pulaski board approves engineering contract, landfill leachate hauling and routine permits; several agenda items passed unanimously

At its May 20 meeting the Board of Mayor and Aldermen approved several contracts, permits and routine items including a professional-services contract for tourism engineering, a landfill leachate-hauling contract and a budget amendment.
The board voted to enter a contract with an engineering firm (identified in the meeting by the consultant who previously worked on city projects; the meeting referenced Jenny Keel and her firm) to prepare specifications and drawings for a tourism gazebo, signage and related materials for $27,500. City staff said procurement rules require engineering/specification work and formal bidding for city projects over $25,000; the resolution to contract the firm passed by roll call.
Separately the board approved a resolution to contract with Lawson Land Management to remove leachate from the city landfill. Staff explained the landfill has a pump-and-treat system that required repair, a new 2,000-gallon tank was installed, and the city will haul leachate to the wastewater treatment plant or a manhole as needed. A contractor on the record offered to haul at $45 per load; the board approved the contract.
The board also approved a budget amendment to the fiscal-year 2024 budget (listed as an amendment to the 02/2024 budget), a freight permit for the Giles County Chamber event, and a UT Southern senior-sunset event permit. An appointment to a local board/commission (Jamie Hogan) was approved.
