Pinellas board approves tentative 2025–26 referendum agreements, sets pay increases to begin July 2025

The Pinellas County School Board on April 22 approved tentative 2025–26 memorandum of understanding agreements with all four of the district’s bargaining units that allocate retained referendum funding for employees.
The vote to approve the agreements was 7–0. Vice Chair Caprice Edmond moved to approve the item and Board member Peters seconded the motion.
The district’s chief of human resources, Mike Vigu, told the board that the unions completed ratification votes with overwhelming support: “99.6% of voting SEIU, 99.8% of voting PCTA, and 100% of voting PESPA and FOP,” and summarized the proposed distributions: “For the first time, full time regular support staff will receive approximately $2,910 annually. [Full‑time] teachers will receive a minimum of $11,081 annually, which is an increase of $4,114 from the previous amount.” Vigu said, if approved, payroll and human resources would begin work to ensure employees receive increases starting in July 2025.
Superintendent Hendrick framed the agreements as the implementation of the referendum voters approved and thanked bargaining-unit leadership and district negotiators for completing the ratification process.
Discussion at the dais emphasized timeliness of implementation so increases appear for the 2025–26 school year. Board members repeatedly thanked the bargaining teams and district staff for reaching agreement and completing the voting process.
The agreements cover memorandum of understanding distributions for PCTA, PESPA, SEIU and FOP; the board did not adopt individual contract text in open session beyond approval of the tentative memoranda and implementation direction to district staff.
The board approved the motion by a 7–0 roll call. The district will begin payroll and administrative steps to effect the increases in July 2025.
