House adopts ceremonial resolutions, passes S.28 in concurrence; advances S.27 with amendments

MONTPELIER — The Vermont House on the floor adopted two ceremonial house concurrent resolutions, passed a Senate bill in concurrence, and advanced a second Senate bill with amendments on April 18, 2025.
The House read and adopted two ceremonial measures from the consent calendar: H.C.R. 56 designating April 18, 2025, as USS Vermont Day in Vermont, and H.C.R. 58 recognizing April 18, 2025, as Electric Utility Line Worker Appreciation Day in Vermont. Both resolutions were read on the floor and the chamber directed the secretary of state to send copies to the named recipients.
On legislation, the House passed Senate Bill 28 ("An act relating to access to certain legally protected health care services") in concurrence with a proposal of amendment by voice vote; the speaker announced "the ayes do have it." The House then took up Senate Bill 27 (medical debt relief and excluding medical debt from credit reports). After committee reports from Health Care, Appropriations, and Ways & Means and adoption of two floor amendments (an expanded definition of health care services and a limited statutory definition of behavioral health), the House proposed its amendments to the Senate and ordered third reading.
