Jonas Snyder, who identified himself as associated with the application, told the commission the property sits just north of Robert Bennett and next to the city detention pond. He said the applicant’s request was limited to a rezone; any conditional-use application for a tower or other structure would be a separate future step. Snyder also confirmed the parcel size as 0.14 acres.
A commissioner moved and a second was recorded; the motion passed on a voice vote with the chair calling for “All in favor? Aye.” Commissioners noted this rezone does not guarantee a cell tower will be built but would allow cell towers to be considered under General Business rules if an applicant later seeks conditional-use approval. The transcript records that a city council public hearing on the item was scheduled for the following Monday.
The commission did not attach conditions to the rezone; staff noted that the detention pond and an adjacent Minnehaha County Community Water Corp. parcel would remain in their current designation unless they sought changes.
The applicant was reminded that subsequent steps—conditional-use review and any required permitting or platting—would be needed for any tower proposal. Snyder thanked the commission after the vote.
