UN envoy urges unified institutions, budget and protections for migrants and women in Libya

The Special Representative of the Secretary‑General for Libya told the United Nations Security Council that Libya’s ongoing political divisions, unilateral actions and competing claims on resources are deepening instability and risk economic collapse if not urgently addressed.

The representative said the United Nations Support Mission in Libya (UNSMIL) has engaged “in extensive consultations with Libyans from all walks of life” and urged an inclusive political process that unifies institutions, establishes a consensual roadmap for elections and secures a unified national budget.

UNSMIL’s role and immediate priorities

UNSMIL will support an advisory committee that has met in Benghazi and Tripoli and is finalizing options for resolving electoral disputes; the representative said the committee is expected to submit a report “by the month end” barring delays. "I have engaged in extensive consultations with Libyans from all walks of life," the representative said, adding that UNSMIL "will assess the options and use them as a foundation for forging consensus on the next steps of a Libyan‑led and owned political process." The envoy said UNSMIL is engaging economic experts to identify reforms for financial management and to help agree a unified budget.
