On Oct. 16, 2025, the Pittsylvania County Board of Zoning Appeals approved a sign permit for Capital Outdoor Advertising to install two externally illuminated 10-by-20-foot off-site single-sided stack signs on U.S. Highway 29 in the Chatham‑Blairs Election District.
Michael Russo of Capital Outdoor Advertising told the board the company is family owned, has worked in the county for decades, and intends to use focused LED external lighting designed not to overspill the sign face. The planning commission had recommended approval 7–0.
Board members asked about lighting; Russo said the signs would use focused LED fixtures. The board voted to grant the sign permit and the transcript records the motion carried; no special conditions were attached to the approval.
