The planning commission had recommended approval by a 7–0 vote; the board approved the special-use permit at the hearing with conditions that any future expansion require site-plan approval from the county zoning and development office and that the campground maintain compliance with all applicable Virginia Department of Health regulations.
Victor Cates, who represented the application, said the property has been used for rental housing for more than 30 years and that the current proposal replaces seven mobile homes with seven campsites and upgraded electrical pedestals. Cates told the board he had received no neighborhood opposition and described the site as a quiet location with mountain views and adjacent agricultural land.
Board members confirmed that the number of campsites would match the number of mobile homes the property had previously, and the board included standard conditions intended to ensure regulatory compliance and to require a site plan for any expansion.
The motion carried and the transcript records the board’s encouragement for the applicants’ success; the hearing record did not include a roll-call tally of votes.
