The board attached conditions recommended by county staff that require repair activities to be contained within an enclosed structure and that inoperable vehicles be stored in a screened area consistent with Pittsylvania County Code requirements. The motion carried; a roll-call tally was not recorded in the public transcript.
The petitioners presented signed letters from several immediate neighbors and photos showing the existing three-bay garage and the site’s setback from the road. Trinity Rowland told the board the proposed shop will be set behind existing buildings and visible only to people who already know the property is there.
Several residents opposed the request, saying a commercial garage would change the area’s residential character and could bring noise, traffic and vehicles stored outside. Tanya Reynolds read a letter from Henry Hart Jr. describing long family ownership nearby and urging denial. Jerry Oakes said his main concern was the precedent rezoning or exceptions could set for what is now an agricultural-residential stretch of State Road 57.
Board members and staff discussed visibility and the site’s screening. Staff noted that the county code already requires screened storage of inoperable vehicles and observed that including the requirement as a condition makes permit enforcement and potential revocation more straightforward. The board concluded the site is largely hidden from the road and approved the permit with the stated conditions.
