Planning staff reported a 7–0 planning commission recommendation on Sept. 2, 2025. Supervisor Bowman moved approval; Supervisor Ingram seconded; the vote was unanimous.
- Capital appropriation: The board approved appropriating $3,757,412.35 to the capital improvements fund related to a pooled financing bond the county closed in August 2025. Finance staff said the county closed on $7,009,143.33 and had previously appropriated $3,200,000 in the FY26 budget; the remaining $3,757,412.35 exceeds the 1% threshold requiring a public hearing. Supervisor Boberg moved the appropriation; Supervisor Haidt seconded; the board voted unanimously to approve it.
The board took no recorded dissent on any of the above votes. Each action was entered on the record by roll call and noted as passing unanimously.
Background and next steps
The two rezonings were presented with staff summaries and with no public opposition at the hearings. The capital appropriation adds the remaining bond proceeds to the capital improvements fund; staff did not list specific projects in the public hearing other than that the amount is the remaining balance from the August pooled financing closing.
