Rules committee clears conference report for Senate Bill 433 on veteran service officers; eviction-stay language to be tightened

The House Rules Committee voted 8-0 to suspend rules so members may consider the conference committee report for Senate Bill 433, a measure establishing state accreditation criteria and minimum standards for veteran service officers.
Representative Thomas Bartels, who presented the bill to the Rules Committee, said the measure “establishes some criteria to be accredited through the state of Indiana and also establishes some minimum standards for veteran service officers in the bill.” He told the panel that an amendment added on the House floor to provide eviction-stay notices for veterans was removed during conference committee consideration.
The bill’s conference committee hearing, Bartels said, drew no public testimony and no committee discussion. Asked by Representative John Dvorak about the eviction-stay language, Bartels said the Senate asked for tighter language because the House amendment was broad and could have applied to all evictions, including those for criminal mischief. He said the Indiana Department of Veterans Affairs told conferees it could “probably do their piece in about 10 to 15 days tops,” and that a 45-day stay in the House amendment was viewed as too long and could unduly affect apartment owners. “I think we’re gonna see this language come back tightened up,” Bartels said.
Representative Christopher Steiger moved to suspend House Rule 153.1 so the conference committee report for Senate Bill 433 could be eligible for consideration after April 15, 2025, and to amend House Rule 155.1 so the conference committee report may be provided for member distribution and held for 15 hours. The motion was seconded and passed on a roll call vote of 8-0, with Representatives Baird and Johnson recorded as excused.
The action clears the conference report for floor consideration under the House’s distribution and hold rules; it does not itself adopt the bill. Sponsors and staff said they expect amended, tightened text on the eviction-stay provision to be brought back for future consideration.
